How to get a MO driving permit (Just a english translation of my chinese article)
*Updated on 2022-3-10: I have already received the permit for the card in the mail.
Now, you no longer need a letter from OISS to get the driver's license. You can just bring the required documents to the exam center for the test.
Documents
Required documents:
I-20 form
If you have an SSN, bring your SSN card. If you don't have an SSN, go to SSA to apply for an SS-5 form, which is also the denial form.
I-94 landing permit, you need to print it out in advance
A document proving your address, I used a bank statement. Utility bills like phone or electricity bills are also acceptable.
*Note: The SSA office in St. Louis is located in downtown, 717 N 16th. It is more convenient to drive, as public transportation (light rail) does not directly reach the location. You can take bus 97.
SSA address:
Examination
Once you have all the documents, you can go for the test. There are several exam centers in the St. Louis area, but the one downtown is only open on Mondays. I went on Tuesday and chose the one in Manchester, located on Big Bend Rd. This Manchester exam center is open Monday to Friday, from 8 AM to 4 PM. It's less crowded around noon, and there is no public transport; you can only drive or take an Uber.
MSHP address:
Once at MSHP, they will first verify your identity, then you submit your documents. Afterward, you'll be taken to an area to take the exam. The exam is computer-based, with 25 questions in total. You need to answer at least 20 correctly to pass. If you miss 6, you fail. If there are questions you don't know, you can skip them. Technically, you can skip as many times as you want until you've answered all 25 questions.
After completing the exam, you will queue for the road sign and vision tests. Both tests are done with a machine similar to a telescope. For the vision test, you read numbers (they are quite large). The road sign test consists of six fixed road signs, and those same six signs appear every time you take the test. After completing the tests, you'll receive a score sheet and then go to the DMV to pay for and receive the permit.
Receiving the Permit
The nearest DMV office to WashU is in downtown Clayton. You can take the shuttle and walk a short distance to get there.
Before going to the DMV, make sure to bring the following:
Passport
I-20
I-94
Score sheet
Two documents proving your address, both in paper form. The SS-5 with your address on it can also serve as proof.
DMV office address:
The DMV office is on the second floor, suite 202 (I think).
Once inside the office, sign in and wait for your name to be called. When it's your turn, submit all the documents, then make the payment of $7.50. After payment, you will receive a temporary permit, which you can use to drive, but you must have someone with a valid driver's license who is 21 years or older accompanying you. The DMV will mail you your official permit card to your address. The paper permit has an expiration date, and if it's expired, you won't be able to drive anymore.
